Beef Vegetable Barley Soup

1 lb Beef stew meat; cut into 1" cubes
1 lg Onion; diced
3 Stalks celery; coarsely chopped
2 Cloves garlic; peeled
1 md Turnip; peeled and cubed
1 c Water
8 Carrot; cut into 1" pieces
3 cn Low sodium beef broth
1/2 c Barley
1/2 c Oats; steel cut
2 md Potato; cubed
1/2 ts Pepper

Throw it all in the pot and cook it on med for 7 hours or low for 11 hours
