Broccoli Cheese Soup

1 1/2 c. hot water
2 cubes chicken bouillon
1 (10 oz.) pkg. frozen chopped broccoli
2 tbsp. onion, chopped
2 tbsp. margarine
3 tbsp. flour
1/2 tsp. salt
1/8 tsp. pepper
2 c. milk
4 oz. American cheese

In medium saucepan, dissolve bouillon in water. Add broccoli and cook until just tender. Set aside. In large saucepan, saute onion in margarine, stir in salt, flour and pepper. Add milk and cook until thickened, stirring constantly. Add cheese and stir until melted. Add broccoli and cooking liquid. Stir until well blended and heated through.
